The American cotton industry once again assured cotton producers in Western Dezhou that they are communicating with members of Congress. The new agricultural law does not need to be reopened for budget savings.

John Maguire, senior vice president of the NCC, a senior vice president of the National Cotton Council, submitted a report at the annual meeting of the cotton growers' Association in the plains. He reminded the participants in the report that the national cotton committee is actively reassessing the US Department of agriculture, which should enforce the law impartially and act according to the intentions of the US Congress.

At the beginning of March 2009, representatives of the United States and Brazil government attended the WTO arbitration panel meeting to debate the scale of counter-measures proposed by Brazil. Maguire said that in the US cotton industry, Brazil's claims for losses were exaggerated when WTO accused the US export credit guarantee (GSM) program and certain US cotton plans.

Brazil claims that because GSM is a prohibited subsidy project, Brazil claims compensation of US $1 billion 300 million; because of a prohibition of subsidies, Brazil claims a one-time compensation of US $350 million; the marketing loan and anti cyclical plan of the upland cotton cause serious damage to Brazil, and Brazil loses 1 billion US dollars.

The claim disregards the fact that the US abolished the Step-2 plan almost three years ago and that the export credit scheme has been changed or stopped.
