China's government website recently announced the State Council's notice on promoting employment promotion, strengthening the capacity building of public employment services, bringing public employment service funds into the same level financial budget, and ensuring that it provides free employment services to workers.

"Compared with existing policies, the free employment service will achieve universal benefits."

The head of the training and employment division of the Ministry of labor and social security told Xinhua that the positive role of the public employment service system in promoting employment should be strengthened and the public employment services should be more satisfied with the general needs of the workers.

The notice requires that the people's governments at or above the county level establish and improve the public employment service system, clarify the responsibilities and scope of their services, and establish a comprehensive service place at the county level or above to provide a one-stop employment service for workers and employers.

The notice also requires that the public employment service institution be responsible for free employment registration and unemployment registration for workers.

In all provinces and municipalities, a unified registration certificate for employment and unemployment is carried out in the administrative region, which is free of charge to the workers, and the support policies that can be enjoyed are noted.

Registered unemployed persons enjoy public employment services and employment support policies in the provinces and municipalities where the certificates are issued with their registration certificates.
