With regard to entry, the rules of implementation stipulate that a Chinese citizen who is a resident of a foreign country who asks to return to settle down shall apply to the diplomatic representative office, consular office or other authorized foreign office authorized by the Ministry of foreign affairs before entering the country. He may also apply to the city or County Public Security Bureau where he intends to settle or submit his residence certificate to the Public Security Department of the province, autonomous region or municipality directly under the central government.

The detailed rules for implementation require that Chinese citizens who settle abroad require to return to work and apply to the labor and personnel departments of China or employ or employ units.
