The national public security entry and exit management conference announced today (November 22nd) afternoon 6 major reform measures concerning public security entry and exit administration to further simplify entry exit procedures.

According to the detailed rules for the implementation of the exit and Entry Administration Law of the People's Republic of China formulated by the Ministry of public security, citizens living in the country shall apply to the exit and Entry Administration Department of the municipal and county public security bureaus at the place where they are registered, to answer relevant inquiries, to submit residence booklet or other household registration certificates, and submit the opinions of their work units on the exit of the applicant and the corresponding proofs of the exit reasons.

As for the proof of the reasons for leaving the country, the rules for implementation further stipulate.

(1) when leaving the country to settle down, it is necessary to submit a certificate of residence or consent to settle down to the state.

(two) outgoing relatives and friends must submit proof of invitation to relatives and friends.

(three) the outgoing property must be submitted with the proof of lawful succession.

(four) to go abroad to study abroad, a school admission permit and a necessary financial guarantee must be submitted.

(five) exit employment must be submitted to the employing or employing unit or employer for employment and employment certificate.

(six) outbound tourism must submit the certificate of foreign exchange expenses required for travel.

The implementing rules also stipulate that after the citizens who live in the country have completed the visa or entry permit to the country, they should go through the household registration procedures before leaving the country. Those who have settled abroad must cancel their accounts at local police stations or household registration offices. Short term exit, temporary residence registration, return to the original residence with passports to restore permanent residence.

With regard to entry, the rules of implementation stipulate that a Chinese citizen who is a resident of a foreign country who asks to return to settle down shall apply to the diplomatic representative office, consular office or other authorized foreign office authorized by the Ministry of foreign affairs before entering the country. He may also apply to the city or County Public Security Bureau where he intends to settle or submit his residence certificate to the Public Security Department of the province, autonomous region or municipality directly under the central government.

The detailed rules for implementation require that Chinese citizens who settle abroad require to return to work and apply to the labor and personnel departments of China or employ or employ units. After returning to settle down or returning to work, Chinese citizens who settle abroad should arrive at their destination within 30 days. They should go to the local public security bureau for permanent residence registration with the certificate of returning residence or employment or employment certificate approved by the labor and personnel department of China.

The detailed rules of implementation stipulate that Chinese citizens who settle abroad should return to their homes in the short term and handle temporary residence registration according to the regulations of household registration. In hotels, restaurants, hotels, hostels, schools and other enterprises, institutions or organs, groups and other institutions, they should fill in the registration form for temporary housing. Those who live in friends and family should register with their relatives or friends in 24 hours (within 72 hours in the countryside) to the local public security police station or the household registration office.

Chinese citizens have to leave the country on official duties and Chinese seafarers are required to leave the country in order to perform their duties.
