提高居民收入、抑制高房價、推行低碳經(jīng)濟(jì)成為本次全國“兩會”的三個熱點。與此相關(guān)的個人所得稅、物業(yè)稅和碳稅也為代表委員所熱議，他們紛紛建言獻(xiàn)策，開出“藥方”。

In 2005, the starting point of China's personal tax rose from 800 yuan to 1600 yuan, and from 1600 yuan to 2000 yuan in 2008.

At the same time, the average monthly income of urban residents in 2009 has reached 1431 yuan.

Compared with the threshold and wage ratio in 1981, the threshold is obviously lower now.

Some members suggested that the starting point is not the whole problem.

Li Daokui, a member of the CPPCC National Committee and professor of Tsinghua University, said that the reform of individual tax should be changed. "The current personal tax is basically a payroll tax, and capital gains are not tax collection, which is unfair to low-income groups".

He also suggested raising the threshold and lowering the tax rate and considering family burdens.

This call has received official attention.

Yang Zhiming, Vice Minister of the Ministry of human resources and social security, responded to the national "two sessions" and is studying to improve the threshold.

The national "two sessions", property tax has also been mentioned, commented that never a tax like property tax so much attention.

However, the property tax is not mentioned in the government work report, which makes the public speculate whether the Levy of property tax will be more serious.

The 93 Society said, "the idea of property tax reform has taken shape. The real estate database and tax assessment software have been established, and the basic conditions for collection have been established. The property tax should be launched as soon as possible to curb speculation in real estate."
