與新西蘭有商業(yè)往來的泉州企業(yè)不少，但懂得利用新西蘭優(yōu)惠原產(chǎn)地證書的泉州企業(yè)卻幾乎為零。從泉州出入境檢驗檢疫局檢務(wù)科了解到，自《中國—新西蘭自由貿(mào)易協(xié)定》實施以來，泉州僅有一家企業(yè)申請過一次新西蘭優(yōu)惠原產(chǎn)地證。

The China Zealand New Zealand Free Trade Agreement (hereinafter referred to as the agreement) came into force as early as October 1, 2008.

This is the first free trade agreement reached between our country and the developed countries.

Since the entry into force of the agreement, New Zealand has introduced zero tariff preferences to 63.6% of China's imports.

Do Quanzhou businesses rarely export goods to New Zealand?

In fact, on the contrary, according to the Quanzhou inspection and Quarantine Bureau, there were 577 batches of products exported to New Zealand in the past year, valued at $5 million 720 thousand, and more than 100 enterprises have established trade relations with New Zealand merchants.

New Zealand, an island country located in the southwestern Pacific, is economically dependent on animal husbandry. Because of its small population and relatively weak light industry, most consumer goods rely on imports.

The market has larger import demand for daily consumer goods such as textiles, wooden furniture and sports shoes in Quanzhou.

"Quanzhou's shoes, clothing, bags and other products, as long as apply for New Zealand Certificate of preferences, you can enjoy different degrees of tariff relief."

The staff of the Quanzhou inspection and quarantine bureau gave an example. A garment company in Quanzhou recently exported a number of garments worth 100 thousand US dollars to New Zealand. If the garments were directly exported to New Zealand, they would have to levy a 19% import duty. If they applied for New Zealand origin certificate, they would be subject to tariff reduction and exemption, which could be levied at 10.9% tax rate. This means that a certificate can save about 50 thousand yuan for the New Zealand customers.

By 2014, clothing products will be exported to New Zealand, where tariffs will be reduced to zero.

The value of certificate of origin in New Zealand is so high. Why are there few applications?

Xiao Ke Chang analyzed that, first of all, a considerable number of enterprises do not know whether their products are listed in the list of tax reductions of the importing countries.

Secondly, many New Zealand customers are not familiar with the free trade agreement between China and Singapore, so there is no relevant requirement for Quanzhou enterprises.

Even if we have a little knowledge of preferential tariff policies, we will not take the initiative to remind customers.

It is learnt that according to the agreement, New Zealand will cancel all tariffs on imports from China by January 1, 2016.

"Benefit people is self interest". Quanzhou enterprises that establish trade with New Zealand should apply for New Zealand Certificate of origin and expand the market share of New Zealand with preferential tariff policies.

Actively apply for concessions to expand market share

It is reported that the New Zealand origin certificate is similar to other preferential certificate of origin, including the certificate of origin of ASEAN.

When applying for an enterprise, an application form for the certificate of origin of the New Zealand Free Trade Area shall be submitted, and the preferential certificate of origin of the China Zealand New Zealand Free Trade Area, the copy of the commercial invoice for export commodities and the necessary other documents.

And the export commodities that apply for visas must comply with the rules of origin, the procedures of operation and the place of origin stipulated in the agreement.

In addition, it is reminded that Quanzhou enterprises wishing to apply for various preferential certificates of origin may inquire into the free trade area service network of China if they are not aware of the scope of tariff reduction and how to apply for unclear products.
