Yesterday, in the thematic discussion on "transformation of economic growth mode and the construction of low-carbon eco city" in Shenzhen CPPCC National Committee, CPPCC members gave advice on Shenzhen's development of low-carbon economy. Xu Qin, deputy mayor of Shenzhen, said that in developing low-carbon economy, Shenzhen has four advantages: industrial structure, energy structure, independent innovation ability and legal environment construction, and has the ability to take the lead in the development of low-carbon economy.

Xu Qin put forward eight plans and arrangements for the next step on how to develop low carbon economy in Shenzhen.

First, on the basis of studying the development of low carbon strategy, Shenzhen will immediately set out an outline for the development of a low-carbon economy in the medium and long term.

Second, Shenzhen will make efforts to formulate policies and regulations for the development of low-carbon economy. It includes not only the legislation of the special zone, but also the formulation of relevant laws and regulations such as industry, taxation and land. Xu Qin pointed out that the land use of the "double high" project will be banned in the future.

Third, we should set up an evaluation system for low-carbon economy development as soon as possible. Establish a low carbon economic statistics and assessment system.

Fourth, we should further explore the market system embodying the value of low carbon development.

Fifth, we should further increase investment in low carbon economy and support the development and utilization of new technologies.

Sixth, we should further optimize the energy structure and further lower the energy structure.

Seventh, we should further improve the work of energy conservation and emission reduction.

Eighth, we should further promote the publicity of low carbon economy.
