In July 8th, the Ministry of economic affairs presented the "guidance measures for traditional industries and small and medium enterprises" after the signing of ECFA by the executive yuan of the Academy of finance. The report is aimed at "the opportunities of Taiwan's industries after the signing of ECFA", "the impact of ECFA content on traditional industries and small and medium enterprises", "positive counselling measures for traditional industries and SMEs," and "implementing the support plan for trade liberalization in Taiwan".

ECFA can create a market opportunity for Taiwan's agriculture and traditional small and medium-sized enterprises. The mainland agrees to the early checklist of tax reduction in Taiwan. 1/2 is a sensitive traditional industry, small and medium-sized enterprises and agricultural products. Including auto parts, water heaters, filters, small household appliances, hand tools, clothing accessories, underwear, shoes, socks, bags and other products, as well as orchids, bananas, tea and other agricultural products, such products in the mainland face more than 10% of the tax rate, and mostly for traditional industries and small and medium enterprises, such products into the ECFA early checklist, can help manufacturers expand the mainland market, open up new market opportunities, and at the same time, such industries are mostly labor-intensive industries, and the expansion of industrial scale will create new employment opportunities.

To assist traditional industries and small and medium-sized enterprises to grasp the business opportunities after signing ECFA, the government of Taiwan will help upgrade and transform industries and expand overseas markets through 5 active counselling measures, namely, "strengthening production and research cooperation technology transformation, promoting innovation and upgrading technology", "strengthening domestic and foreign market development, helping to enter overseas markets", "integrating cross-strait industrial supply chain, to benefit Taiwanese businessmen's global layout", "accumulating industrial service energy, developing new business opportunities in service industry", "implementing industrial innovation regulations, and improving the industrial development environment" and 5 other counselling measures.

　　 其中“加強(qiáng)產(chǎn)研合作技轉(zhuǎn)，推動(dòng)創(chuàng)新提升技術(shù)”部份，將整合工研院、中科院、資策會(huì)、各產(chǎn)業(yè)中心等政府研發(fā)單位能量，針對(duì)中小及傳統(tǒng)產(chǎn)業(yè)進(jìn)行技術(shù)研發(fā)，加速技術(shù)移轉(zhuǎn)；而“強(qiáng)化內(nèi)外銷市場(chǎng)拓展，協(xié)助進(jìn)軍海外市場(chǎng)”部份，將在大陸主要城市設(shè)立臺(tái)灣產(chǎn)品館、辦理名品展覽等，宣揚(yáng)我國產(chǎn)品創(chuàng)新設(shè)計(jì)及高質(zhì)量等特性，另積極推廣臺(tái)灣制MIT優(yōu)質(zhì)產(chǎn)品，開拓內(nèi)銷市場(chǎng)、國際市場(chǎng)及新興市場(chǎng)，塑造MIT臺(tái)灣優(yōu)質(zhì)精品之知名度與價(jià)值感；針對(duì)“落實(shí)產(chǎn)業(yè)創(chuàng)新條例，健全產(chǎn)業(yè)發(fā)展環(huán)境”部份，持續(xù)塑造優(yōu)質(zhì)之產(chǎn)業(yè)創(chuàng)新環(huán)境，針對(duì)研發(fā)、無形資產(chǎn)流通運(yùn)用、產(chǎn)業(yè)人才資源等提供協(xié)助，協(xié)助企業(yè)累積創(chuàng)新實(shí)力，并成立全球招商聯(lián)合服務(wù)中心，搭配我國營(yíng)所稅稅率調(diào)降至17%，建構(gòu)完善的投資環(huán)境，吸引臺(tái)灣內(nèi)外企業(yè)投資。

In addition, the government will continue to implement the support plan for adjustment of trade liberalization, aiming at strengthening the guidance industry with 17 domestic demand, weaker competitiveness and trade liberalization, and continuing to take the initiative to revitalize the counselling. After the coming ECFA comes into effect and begins to lower taxes, the government will take the initiative to assist in the constitution of the industry and labor that have increased but not yet damaged.
