The Political Bureau of the Central Committee of the CPC held a meeting to decide on the Fifth Plenary Session of the Seventeenth Central Committee of the Communist Party of China in Beijing in October this year. The main agenda is the report of the Political Bureau of the CPC Central Committee to the Central Committee and the study on the formulation of the Twelfth Five Year Plan for national economic and social development. The conference also studied the current economic situation and economic work. Hu Jintao, general secretary of the CPC Central Committee, presided over the meeting.

The meeting pointed out that the "12th Five-Year" period is a comprehensive construction.

The conference stressed that, in formulating the "12th Five-Year plan", we must hold high the great banner of socialism with Chinese characteristics, guided by Deng Xiaoping theory and the important thought of "Three Represents", thoroughly implement the Scientific Outlook on Development, adapt to the new changes in the situation at home and abroad, comply with the new expectations of people of all nationalities for a better life, persist in scientific development, accelerate the pformation of the mode of economic development, deepen the reform and opening up, effectively protect and improve people's livelihood, consolidate and expand the response to the impact of the international financial crisis, promote the long-term and steady and rapid development of the economy, and lay a decisive foundation for the building of a well-off society in an all-round way.

In the face of the complex and changeable domestic and foreign economic environment and facing various major challenges from home and abroad, the conference has carried out Scientific Outlook on Development in depth under the leadership of the Central Committee of the party and the State Council, and persisted in the implementation of the package plan to deal with the impact of the international financial crisis. It has targeted and improved macro regulation and control, and actively promoted the pformation of economic development mode and structure, and the national economy continued to be in the expected direction of macro regulation.

The economy has been growing steadily and rapidly, the summer grain has reaped good harvest, the investment and consumption growth has been coordinated, the overall price level has basically stabilized, and the energy conservation and emission reduction and structural adjustment have achieved positive results. The reform and opening up have been actively promoted, employment has continued to increase, people's living conditions have been further improved, and the economic and social development trend is generally good.

While fully affirming our achievements, we should also see that the current economic development in China is in a critical period of pformation from a good recovery to a stable growth. The domestic and international environment for economic development is still complicated, and there are still many contradictions and problems that restrict the smooth operation of the economy.

We must sober up and observe, scientifically judge, prepare for the rainy day, deal with calmly, firmly grasp the initiative of economic work, and consolidate the good situation of economic and social development.

The meeting stressed the importance of doing well in the second half of the year to consolidate the effectiveness of the international financial crisis and maintain the economy.

The meeting pointed out that all localities and departments should integrate their thoughts and actions into the central government's analysis and judgement of the situation and the overall deployment of the work. We should strengthen our confidence, innovate and carry out the work so as to achieve practical results.
