Cotton Price Of Large Cotton Enterprises In Development And Reform Commission

In November 2nd, the website of the National Cotton Association published an urgent notice issued by the national development and Reform Commission and other departments to implement the spirit of the national teleconference on cotton work and maintain the current order of the cotton market. It requires large enterprises to set up a sense of overall situation and take the lead in maintaining cotton circulation order and stabilizing the market price of cotton.

The notice calls for the strengthening of government departments in major cotton producing areas.

The notice was signed on October 29th, including the national development and Reform Commission, the Ministry of agriculture, the Ministry of railways, the State Administration for Industry and commerce, the State General Administration of quality supervision, inspection and quarantine, the supply and Marketing Cooperative headquarters and the Agricultural Development Bank of China.

Affected by cotton production and strong demand, cotton prices both at home and abroad have increased since autumn.

The price of Zhengzhou cotton futures contract in May has risen by about 70% since the beginning of August.

The circular pointed out that the abnormal rise of cotton prices now implies greater market risks.

In the cotton producing area, the government should step up publicity efforts to guide cotton farmers to overcome their desire to sell, and to sell cotton to enterprises with strong processing credentials, good reputation and strong payment ability; to guide cotton enterprises to determine purchase prices reasonably, and to quickly process and sell fast after purchase, so as to avoid blindly raising prices and buying and hoarding.

The cotton association and the cotton textile industry association should strengthen information service, guide enterprises not to participate in speculative speculation, and enhance their ability to resist market risks.

The relevant departments of the State Council will organize investigation teams during the cotton purchasing season.

The notice also said that due to climate reasons, the new cotton market this year has been postponed than usual.

All localities should guide cotton growers to speed up the picking process. The cotton growing areas with disastrous weather should take timely measures to reduce losses. At the same time, we should plan for next year's cotton production. The seed management departments should increase the quality of cotton seed sampling and supervision, do a good job in seed demand adjustment, and ensure that the quantity of cotton seeds is sufficient and the quality is reliable.
