Government departments should set up the idea that every use of funds should be highly responsible to the people, and the financial expenditure should be more tilted to the people's livelihood.

Yang Jianhua pointed out that a scientific, standardized and economical administrative expenditure mechanism should be established: every expenditure of public finance must be restrained, and the evaluation of the feasibility and necessity of the examination and approval to the ex post effect should be open and pparent and accept social supervision. Meanwhile, the deliberation and supervision of the NPC should be strengthened, so as to ensure that the public finance expenditure is more standardized and more efficient.
