Beijing, June 17 Xinhua, member of the Political Bureau of the CPC Central Committee, vice premier of the State Council and director of the State Air Traffic Control Commission, Zhang Dejiang, on 17, at the national ATC "12th Five-Year" working conference, stressed that we should take scientific development as the theme, accelerate the pformation of development mode as the main line, and improve the efficiency of airspace resource allocation and utilization as the main task, deepen the reform of institutional mechanisms and airspace management, and strengthen the basic theory.

Zhang Dejiang pointed out that in the past five years, the ATC system has fully developed the fine tradition of arduous struggle, innovating and doing solid work, and has fully completed the objectives and tasks determined by ATC's "11th Five-Year plan".

The "12th Five-Year" period is a crucial period for deepening the reform and accelerating the pformation of the development mode in the ATC area. We should fully understand the importance of strengthening ATC work, scientifically analyze and accurately judge the new situation and new tasks faced by ATC work, seize opportunities and meet challenges, and push forward the ATC business in all aspects.

Zhang Dejiang stressed that at present and in the coming period, the ATC system should thoroughly implement the Scientific Outlook on Development and implement the "12th Five-Year plan" of air traffic control conscientiously according to the overall strategic plan of the Party Central Committee, the State Council and the Central Military Commission.

We must unswervingly push forward the reform of the ATC field, grasp the top-level design, optimize the allocation of airspace resources, and actively explore the establishment of ATC system suitable for our national conditions.

We should vigorously promote the construction of ATC theory, the construction of aviation laws and regulations, the ATC infrastructure construction and the independent innovation of ATC technology, so as to provide a strong basic guarantee for ATM work.

We should strengthen the sense of safety responsibility, the construction of rules and regulations, the ability and quality of the control personnel and the means of technical support, so as to earnestly manage the safety management of ATC operation.

We should increase policy support for ATC reform, vigorously support ATC capacity building, and actively promote ATC technology innovation.

We should strengthen organizational leadership and overall coordination, strengthen communication and cooperation, and form joint efforts to accomplish all tasks of ATC reform and construction.
