In the future, the finance of the autonomous region will give unprecedented support to SMEs in optimizing the development environment, strengthening fiscal and tax support, easing financing difficulties, expanding service channels, promoting structural optimization, and improving management level.

In terms of the use of special funds to support the development of small and medium-sized enterprises, from 2011 onwards, Xinjiang finance increased the funds for the development and promotion of new products and new technologies to 40 million yuan, and the innovation funds of science and technology SMEs increased to 25 million yuan. At the beginning of the year, the special funds for technological pformation were budgeted for 100 million yuan. These special funds all adopted loan discount, prophase fee subsidy, gratuitous subsidy, and reward generation instead of subsidies, focusing on different fields and stages in the process of technological pformation and technological innovation, and giving full support to technological pformation and technological innovation of small and medium-sized enterprises.

In terms of tax support policies, from 2010 to 2020, enterprises newly established in the three counties of the southern Xinjiang and other key counties and border counties and cities in the poverty alleviation and development areas, which belong to the list of preferential tax incentives for developing industrial enterprises in the difficult areas of Xinjiang, were exempt from enterprise income tax from the first year to second years from the tax year of the first production business income, and the enterprise income tax was reduced by half from third to fifth years.

In the implementation of government procurement support policy, the autonomous region finance department will jointly investigate and formulate the management measures of priority procurement for small and medium-sized enterprises with the departments of the autonomous region, the Commission and the science and technology department. The aim is to promote independent innovation and support the development of SMEs in Xinjiang through the use of government procurement policy functions; at the same time, build information systems, set up SME commodity market libraries, organize promotional training sessions, publish government procurement information in a timely manner, provide platform for SMEs to participate in government procurement, set up a "green channel", encourage small and medium enterprises in accordance with qualification conditions to form consortium according to law, participate in bidding for government procurement, and give more opportunities and markets to SMEs in the territory.

In addition, the government budget screening method will be adopted, requiring departments to set aside a certain percentage of the procurement quota in the procurement budget plan for the procurement of SMEs, so as to further promote the enthusiasm of small and medium enterprises to participate in government procurement, thereby effectively promoting the construction of SMEs.
