Measures For The Development Of Small And Micro Enterprises

Premier Wen Jiabao chaired a State Council executive meeting on 1 April to further research and deployment.

Policy measures for healthy development of enterprises:

(1) improvement

Finance and tax

Support policy.

To expand the scale of special funds for small and medium-sized enterprises, the central government allocated 15 billion yuan to set up a small and medium-sized enterprise development fund, mainly supporting small and micro enterprises.

A certain proportion of government procurement arrangements are oriented to small micro enterprises.

In the three years, small and micro enterprises are exempt from administrative fees of some management, registration and license categories.

We should accelerate the pilot of business tax to VAT and improve the structural tax reduction policy.

Establish a credit rating system for small businesses.

Supporting eligible commercial banks to issue special financial bonds for small micro enterprise loans.

We should speed up the development of small financial institutions, appropriately relax the conditions for private capital, foreign capital and international organizations to participate in the establishment of small financial institutions, and relax restrictions on the shareholding ratio of single investors of small loan companies. Eligible small loan companies can be restructured into village banks.

Support small and micro enterprises listing and financing.

We will continue to exempt business tax from eligible SME credit guarantee institutions.

Formulate policies and measures to prevent large enterprises from arrears of small business funds for a long time.

(three) speed up technological pformation, improve equipment level and enhance innovation capability.

The central government has expanded the scale of technological pformation funds, focusing on supporting small and micro enterprises to apply new technologies, new processes and new equipment.

We should improve the pre Tax Deduction Policy of enterprise income tax and support technological innovation.

Encourage qualified small micro enterprises to participate in R & D of industrial common key technologies, national and local science and technology projects and standards setting.

We will implement the plan to set up small businesses, and nurture and support 3000 small business entrepreneurial bases.

(four) strengthen service and management.

Establish and improve 4000 public service platforms for small and medium-sized enterprises.

Supporting small and micro enterprises to participate in exhibitions and exhibitions at home and abroad, and provide convenient customs clearance measures for eligible enterprises, and simplify the domestic sales procedures of processing trade.

For small and micro enterprises to recruit college graduates to give training and social insurance subsidies.

We will establish and improve the classification, statistical investigation, monitoring and analysis and periodic release system for small and micro enterprises.

We should speed up the construction of enterprise credit system and promote the collection of credit information and credit rating.

We should implement the main responsibility of safety production and product quality, and improve the management level of small and micro enterprises.
