A week after the fire, Xia Baolong, Secretary of the Zhejiang provincial Party committee, denounced Wenling's small profits and losses in the political and legal work conference of the province, and did not take the initiative to solve the problem of safety production in the low shoemaking industry for GDP. The accident investigation team identified the accident as a major liability accident. The direct cause was the electrical line fault in the north half of the steel shed located on the east side of the shoe factory, igniting fires around the shoe boxes and other combustibles. The indirect causes of the accident include: the main workshop of Dadong shoe factory has not been approved by fire control, the fire hydrant in the workshop is virtually empty; the internal safety management of the shoe factory is chaotic, and the main responsibility of the safety production is not implemented; Wenling, North Street and the district police station, Yang Wei Wei village committee and so on all have ineffective supervision and even indulge in violation of regulations.

The report shows that the Dadong shoe factory employs 83 employees and has not signed a labor contract. Shoe factory internal safety management confusion, the main responsibility of safety production is not implemented, no specific responsibility for fire safety, and due to the size of wages and staff mobility and other reasons, the internal organization and management of enterprises loose, safety production responsibility system, safety production rules and regulations are not effective implementation and implementation;

According to reports, the main building only set up 1 indoor hydrants in the first floor and two floors of indoor staircases, but the indoor fire hydrants were not connected to the municipal fire pipe network, nor the roof water tank, so the hydrant was in an anhydrous state.

According to the report, the Dadong shoe factory has unauthorized construction of the irregular shape illegal building surrounded by a single layer iron shed and brick walls without approval, and has been used so far.
