The structural contradictions of the industry are increasingly prominent: firstly, the concentration of tannery production is relatively low, the scale of enterprises is small and the quantity is large, and the task of eliminating backward production capacity is heavier. Secondly, the tasks of water-saving and emission reduction are arduous, some enterprises discharge pollutants beyond the standard, and the investment in pollution control is insufficient; third, the independent innovation ability of enterprises is not strong, and China's leather products are still at the middle and low end of the value chain in the international market. 
Under the double pressure of the international a href= "http://sjfzxm.com/news/index_c.asp" > Leather > /a > market and the rising cost of domestic raw materials, labor, energy and environmental protection, according to the requirements of the spanformation and upgrading of the leather industry in China, the Ministry of industry and information technology issued the "leather industry standard requirements" (hereinafter referred to as the "standard conditions") in May 4th, and the specification conditions were formally implemented in June 1st. It puts forward requirements for new (extension and expansion) tanning enterprises and existing tanning enterprises from six aspects: enterprise layout, production scale, process technology and equipment, environmental protection, occupational safety and health, and supervision and management.

At present, some new tanneries and parks have only considered the immediate interests of the local economic development, without considering whether the local resources and environmental carrying capacity can support the long-term development of the industry.
