The reporter learned from the 2 day service forum of the State Council in Nanjing that the general office of the State Council issued a reply on the issue of promoting the development of the service outsourcing industry recently. It approved the policies and measures jointly formulated by the Ministry of Commerce and the relevant ministries and commissions to promote the development of service outsourcing, approved Beijing and other 20 cities as China's service outsourcing model cities, and implemented a series of encouragement and support measures in 20 pilot cities to accelerate the development of China's service outsourcing industry.

The 20 pilot cities are Beijing, Tianjin, Shanghai, Chongqing, Dalian, Shenzhen, Guangzhou, Wuhan, Harbin, Chengdu, Chengdu, Chengdu, Nanjing, and so on.

　　根據(jù)國(guó)務(wù)院辦公廳的批復(fù)，將在這20個(gè)城市實(shí)行以下政策：在蘇州工業(yè)園區(qū)技術(shù)先進(jìn)型服務(wù)企業(yè)有關(guān)稅收試點(diǎn)政策繼續(xù)執(zhí)行的基礎(chǔ)上，自2009年1月1日起至2013年12月31日止，對(duì)符合條件的技術(shù)先進(jìn)型服務(wù)企業(yè)，減按15%的稅率征收企業(yè)所得稅，對(duì)技術(shù)先進(jìn)型服務(wù)外包企業(yè)離岸服務(wù)外包收入免征營(yíng)業(yè)稅；對(duì)符合條件且勞動(dòng)用工管理規(guī)范的技術(shù)先進(jìn)型服務(wù)外包企業(yè)，可以實(shí)行特殊工時(shí)工作制；對(duì)符合條件的技術(shù)先進(jìn)型服務(wù)外包企業(yè)，每新錄用1名大專(zhuān)以上學(xué)歷員工從事服務(wù)外包工作并簽訂1年以上勞動(dòng)合同的，中央財(cái)政給予企業(yè)不超過(guò)每人4500元的培訓(xùn)支持，對(duì)符合條件的培訓(xùn)機(jī)構(gòu)培訓(xùn)的從事服務(wù)外包業(yè)務(wù)人才(大專(zhuān)以上學(xué)歷)，通過(guò)服務(wù)外包專(zhuān)業(yè)知識(shí)和技能培訓(xùn)考核，并與服務(wù)外包企業(yè)簽訂1年以上勞動(dòng)合同的，中央財(cái)政給予培訓(xùn)機(jī)構(gòu)每人不超過(guò)500元的培訓(xùn)支持；中央財(cái)政對(duì)

The service outsourcing model city public service platform, equipment purchase and operation expenses and service outsourcing enterprises shall provide necessary financial support for the establishment of brand, intellectual property protection, participation in all kinds of exhibitions, international promotion and accreditation, and international qualification certification, etc. the loans for infrastructure outsourcing projects in the central and western level economic and technological development zones in the central and western regions can enjoy the central fiscal discount policy according to the regulations, and encourage governments and enterprises to outsource data processing and other secret related businesses to professional enterprises through the purchase of services, and to formulate credit products and insurance categories that meet the characteristics and needs of outsourced enterprises.

The reply also agreed to establish a long-term recruitment mechanism for international service outsourcing talent pool and service outsourcing talents network, and establish service outsourcing research and industry organizations.

The general office of the State Council requests the Ministry of Commerce to strengthen guidance and services to the pilot work in conjunction with relevant departments and local governments, and promote the development of service outsourcing industry as an important way to promote industrial restructuring, pform the mode of foreign trade development, and increase employment opportunities for university graduates.
