In June 25th, the revised draft law on solid waste was submitted to the eleventh session of the Standing Committee of the Thirteenth National People's Congress for consideration. It is reported that the revised draft is intended to make clear that China has basically realized the zero import of solid waste.

The twenty-fifth revised draft submitted for consideration stipulates that the state basically realizes the zero import of solid waste and is organized and implemented by the competent department of ecological environment under the State Council in conjunction with the competent departments of Commerce, development, reform and customs of the State Council.

The twenty-sixth clause of the revised draft also stipulates that the customs can identify the imported goods suspected of solid waste and entrust professional institutions to carry out the identification of their properties and manage them according to the conclusion of the identification.

In addition to the proposed restrictive clauses, the revised draft also provides penalty provisions in the eighth chapter "legal liability". If the ninety-second clause stipulates that in violation of the provisions of this law, the import of solid waste from People's Republic of China into the territory shall be ordered by the customs to return the solid waste and a fine of more than five hundred thousand yuan or less than five million yuan.

The ninety-third provision stipulates that in violation of the provisions of this law, hazardous wastes spanferred through the border in People's Republic of China shall be ordered by the customs to return the hazardous waste and a fine of more than two hundred thousand yuan and five million yuan shall be imposed.

The reporter noted that compared with the existing solid waste law, the upper and lower limits of the penalty amount in the revised draft have been substantially adjusted.
