According to Chen Qinghai, deputy director of the import and Export Bureau of the Ministry of Commerce and industry (TranThanhHai), Vietnam has signed a free trade agreement (FTA) with other countries, which has helped the textile and garment industry expand the market. After the entry into force of the FTA agreements, import duties on textiles and garments will fall to 0% in the big import markets of the European Union, Japan, Korea, Russia and Canada.

At present, Vietnam's textile and garment industry faces many difficulties. In order to promote exports to FTA participating countries, especially in the former export markets, textile and apparel products must comply with the strict rules of origin in these markets (since the beginning of fiber or cloth stage). At present, Vietnam has no textile dyeing and finishing industry, and its main raw materials are mainly imported, so as to produce export products. In addition, most of Vietnam's textile and garment industries are currently concentrated in low value-added clothing processing projects.

According to the statistics of the customs and Excise Department of Vietnam, the import value of raw materials and accessories for textile and garment industry in September 2019 amounted to about 1 billion 820 million US dollars, totaling about 18 billion US dollars in the first 9 months of this year. Among them, the import amount of cloth is about 9 billion 730 million dollars, raw material is about 4 billion 380 million dollars, cotton is about 2 billion 70 million dollars, fiber is about 1 billion 810 million dollars. The main import markets of Vietnam's textile and garment industry include China, Korea, Taiwan, Japan, ASEAN, the United States and so on.
