30% Export Enterprises Suffer Technical Barriers

In December 30, 2008, reporters learned from the AQSIQ that according to the survey results of the impact of foreign technical trade measures conducted on Chinese export enterprises across the country, 34.6% of the export enterprises were affected by different technical trade measures abroad, among which the most influential countries and regions were the United States, the European Union, Japan, ASEAN and Russia. The industries that were more affected were electromechanical instruments, rubber plastic leather, agricultural food products and so on, while Guangdong, Shandong and Jiangsu became "injured".

More serious provinces.

Reporters learned that, in order to strengthen the active response to foreign technical trade measures and actively support the steady growth of China's exports, the AQSIQ began organizing the nationwide investigation of the impact of foreign technical trade measures on Chinese export enterprises in September 2008.

Based on the HS code, the double layer composite proportional sampling method was used to divide the surveyed export enterprises into seven industries. 2215 export enterprises were randomly selected from the whole country and distributed in 31 provinces, autonomous regions and municipalities directly under the central government.

A total of 2215 questionnaires were distributed, and 2198 valid questionnaires were received, with a recovery rate of 99.23%.

The survey results show that the countries and regions that have a greater impact on the export of Chinese enterprises are the United States, the European Union, Japan, ASEAN and Russia, which account for 36.79%, 34.54%, 10.44%, 4.41% and 3.59% of the total direct loss respectively.

Sampling shows that the types of technical trade measures that affect the export of industrial products by our main trading partners are concentrated on six aspects: certification requirements, technical standard requirements, personal safety requirements, environmental protection requirements, toxic and hazardous substances limit requirements and packaging and material requirements. The types of technical trade measures affecting agricultural exports are concentrated on five aspects, such as the requirements of agricultural and veterinary drug residues, the requirements of health indicators such as bacteria, heavy metals and other hazardous substances requirements, processing plants and warehouse registration requirements, and food label requirements.

Sampling shows that technical barriers to trade are significantly improved by enterprises, and export enterprises are more active and active in tackling foreign technical barriers to trade.

The top five industries affected by foreign technical trade measures are electromechanical instruments, rubber and plastic products, agricultural and food products, textile shoes and hats and chemical minerals, accounting for 39.06%, 17.04%, 17%, 10.66% and 7.67% of the total direct loss respectively.

The top five provinces affected by foreign technical trade measures are Guangdong, Shandong, Jiangsu, Shanghai and Henan, accounting for 44.97%, 30.72%, 5.61%, 3.89% and 2.82% of the total direct loss respectively.

The survey analyzes the situation of China's export enterprises encountering foreign technical barriers to trade from the perspective of the industry, region, nature, scale, export country, trade loss, and technical trade measures. It also understands the ways to obtain information on foreign technical trade measures, practices adopted by foreign enterprises in technical barriers to trade, forms and approaches to acquire foreign technical trade measures, and hopes for competent government agencies and intermediary organizations in dealing with foreign technical trade measures.
