The export situation of textiles in 2009 is still not optimistic. The latest entry and exit inspection and quarantine catalogue issued by the State Administration of quality supervision, inspection and Quarantine will make the textile industry "worse."

The State Administration of quality supervision, inspection and Quarantine recently announced the announcement of adjusting the entry and exit catalogue (2009) of the entry exit inspection and quarantine institutions (hereinafter referred to as the "law inspection catalogue").

The revised catalogue shows that a total of 647 categories of commodities, such as primary textiles, mineral products, industrial raw materials, leather products, hardware tools, small household electrical appliances and some stone materials, are no longer required for entry exit inspection and quarantine.

At the same time, a total of 357 categories of tobacco substitutes, chemical products, daily necessities, infants and children's clothing, shirts, pajamas, swimsuits, household appliances and sanitary utensils, which can be used for food additives, were added to the "law inspection catalogue" or to the supervision of epidemic inspection.

The new regulations came into operation in January 1, 2009.

Hu Min, director of the clothing department of the China Textiles Import and export chamber, said that in the 357 categories of new products, there were 317 categories of customs commodity tax numbers, accounting for 88.8% of the newly added commodity tax numbers. In 2007, the total export amounted to 29 billion 900 million dollars, involving nearly 3 enterprises.

It mainly includes baby wear, children's wear, knitted and woven shirts, knitted underwear, pajamas, corsets, swimsuits and electric blankets.

Data showed that the total export volume of infants and children's clothing, shirts, pajamas and swimsuits pferred to the trade mark amounted to $10 billion 385 million in 2008, accounting for 10.20% of the total export amount of clothing and accessories.

It is understood that at present, the AQSIQ has adopted interim interim management measures to the new regulations. Before June 30, 2009, enterprises only need to declare to the local inspection and quarantine institutions in advance and receive the "customs clearance list for outbound goods" without paying the inspection and quarantine fees. The inspection and Quarantine will be formally implemented in July 1st according to the relevant provisions of the general administration.

The cost of commodity inspection increased by tens of millions of dollars.

"After the introduction of the policy, the chamber of Commerce has received telephone calls from many enterprises, reflecting that the new catalogue of clothing law has caused great inconvenience to the export of enterprises. It strongly appealed to the departments concerned to cancel the catalogue of new clothing law inspection," Hu Min said. The chamber of Commerce will actively report to the Ministry of Commerce and the General Administration of quality supervision, inspection and quarantine, and propose to relax commodity inspection and reduce charges.

A textile enterprise official said that after the implementation of the new regulation, additional inspection fees for tens of millions of dollars of goods will be added.

At present, the company has been trying to reduce costs, but tens of millions of dollars in quality inspection costs can not be borne by all enterprises.

According to statistics, in 2008 1-11, textile enterprises above Designated Size realized profits of 104 billion 200 million yuan, down 1.77% from the same period last year, and the growth rate dropped 38.76 percentage points over the same period in 2007.
