More Than 100 Enterprises Have Completed Pre Registration Of EU REACH Regulations.
At present, there is no official registration of any enterprise in Shaoxing, and experts have warned that the registration should be registered.
The deadline for pre registration of EU REACH regulations is over May. In the specific import and export business, Shaoxing's enterprises have not been in big trouble, but recently, some of the EU's customers have put forward relevant test requirements before placing orders.
According to statistics, there are more than 100 enterprises that have successfully obtained the pre registration number of REACH regulations in Shaoxing, mainly in the dyestuff, pharmaceutical and chemical industries. At present, no enterprise has obtained the official registration number. "Relatively speaking, this figure is still small," said Zhu Wenjuan, Secretary General of the Shaoxing entry exit inspection and Quarantine Association.
Shaoxing's exports to the EU are affected by REACH regulations, mainly in dyestuffs, pharmaceuticals, chemicals, textiles, machinery and electrical appliances, lamps and lanterns, light industrial products and so on. In addition to the strong sense of registration of chemical enterprises, many other industries such as textiles, machinery and electrical appliances, lamps and lanterns, etc., appear to be more passive.
100余企業(yè)完成預(yù)注冊(cè)
The REACH regulation, namely, the registration, evaluation, licensing and restriction regulation of chemicals, has been implemented since June 1, 2008. It is called "the most complicated and most influential technical barrier in foreign countries". According to the regulation, about 30 thousand chemicals need to be registered.
The European Union is one of Shaoxing's main export markets. According to Shaoxing customs statistics, in 2008, our city exported $3 billion 412 million to the European Union, accounting for 19.50% of the total export volume of the city.
The EU's REACH pre registration deadline is November 30, 2008. By pre registration, the enterprise can obtain 2.5, 5 and 10 years of pition period according to the different tonnage range of the product.
Zhejiang Wanfeng Chemical Industry Co., Ltd. is a chemical enterprise located in Binhai Industrial Zone of Shaoxing county. Its chemical products are complete, mainly exported to the European Union. In the first half of last year, the company began work on pre registration, from the initial 20 kinds of chemicals to the final total of more than 100 chemicals registered.

下游企業(yè)也要關(guān)注

The reason is that these shoes do not comply with the REACH regulations, do not confirm the chemical composition of raw materials, can not provide a compliance assessment report, can not prove that rubber sole and leather contains no aromatic and six valent chromium and other toxic substances.
At present, although the export products of Shaoxing have not yet been rejected by the EU importers, some of the European Union's customers have put forward relevant test requirements before placing orders.
Recently, a garment manufacturer in Xinchang has been asked by an importer of the European Union to provide a test report that contains no high attention substances and restrictive substances in fabrics. A lamp factory in Shaoxing has also received similar requirements: does the luminaire contain chemical substances that are restricted by the REACH regulations? Please provide relevant test certificates.
"In the past, much attention was paid to REACH, such as chemical industry, dyestuff and so on. In fact, downstream enterprises should also attach importance to REACH." Zhu Wenjuan said that some dyes, additives and so on in textile, light industry and mechanical and electrical products will inevitably contain chemicals. They must also make confirmation or pre registration according to the actual situation of the substances contained.
If the clothing contains a variety of chemical dyes, its exporters must inform the EU about the inventory of these raw materials. If these materials are not registered through REACH, they will not be able to export to the EU, so clothing enterprises will only be able to purchase raw materials from registered enterprises in the future.
“抱團(tuán)應(yīng)對(duì)”是良策
Since the beginning of this year, the EU REACH regulations have been officially registered. This indicates that the implementation of the regulation has entered the actual operation stage, and the Chinese enterprises can get the long-term "entry permit" of the EU market after the formal registration. At present, only one enterprise in Taizhou has officially obtained the registration number of EU REACH regulations.
按照歐盟擬訂的時(shí)間表，年產(chǎn)量或進(jìn)口量在1000噸以上的化學(xué)物質(zhì)須于3年內(nèi)完成注冊(cè)，年產(chǎn)量或進(jìn)口量在100~1000噸的化學(xué)物質(zhì)于6年內(nèi)完成注冊(cè)，年產(chǎn)量或進(jìn)口量在1~100噸的化學(xué)物質(zhì)于11年內(nèi)完成注冊(cè)，未能按期納入該管理系統(tǒng)的產(chǎn)品不能在歐盟市場(chǎng)上銷(xiāo)售。但巨額的注冊(cè)成本成了“攔路虎”。據(jù)估算，正式注冊(cè)REACH法規(guī)僅行政費(fèi)用就需2~3萬(wàn)歐元，而安全數(shù)據(jù)檢測(cè)的相關(guān)費(fèi)用則無(wú)法估計(jì)。據(jù)估計(jì)，為遵守REACH法規(guī)，產(chǎn)品成本將上升5%左右。
