昨天，財(cái)政部公布了今年1-2月份的財(cái)政收入數(shù)據(jù)。前2月，全國(guó)財(cái)政收入13603.63億元，比去年同期增加3363.79億元，增長(zhǎng)32.9%。其中，中央本級(jí)收入7027.53億元，同比增長(zhǎng)36%；地方本級(jí)收入6576.1億元，同比增長(zhǎng)29.7%。財(cái)政收入中的稅收收入12473.47億元，同比增長(zhǎng)35%；非稅收入1130.16億元，同比增長(zhǎng)12.7%。

From the perspective of major revenue items, the domestic value-added tax was 346 billion 719 million yuan, an increase of 10.2% over the previous year; the domestic consumption tax was 126 billion 762 million yuan, an increase of 86% over the previous year; the business tax was 216 billion 705 million yuan, an increase of 41.9% over the previous year; the corporate income tax was 199 billion 290 million yuan, an increase of 14.4% over the previous year; the personal income tax was 94 billion 875 million yuan, an increase of 8.1% over the previous year; the import value added tax and consumption tax were 156 billion 84 million yuan, an increase over the same period last year; the tariff was RMB yuan, an increase over the same period; and the vehicle purchase tax increased by RMB.

The Ministry of Finance analyzed that the income growth in the first two months was relatively fast, mainly because the economy continued to rebound and drove the tax revenue growth.

In 1-2 months, the industrial added value increased by 20.7%, urban fixed assets investment increased by 26.6%, total retail sales of social consumer goods increased by 17.9%, general trade imports and exports grew by 52.1%, and business tax and import value-added tax and consumption tax increased rapidly.

In addition, last year the implementation of refined oil tax reform, the abolition of road toll and other charges, the corresponding increase in consumption tax, the relevant supporting work at the beginning of the year is still in progress. In 1 and February, the increase of refined oil consumption tax was partially inaccessible.

Last year, the excise tax on tobacco products increased in the middle of last year. In the first few months, there was no such increase in income. The income increased in the first two months of this year, so the domestic consumption tax increased a lot.

In addition, the income base was low in the first few months of last year.

Thanks to the financial crisis, the economic growth slowed down significantly and the structural tax cut was very large. Last year, fiscal revenue dropped sharply by 11.4% over the previous 1-2 months.

　　從財(cái)政收入變化趨勢(shì)看，由于去年前幾個(gè)月財(cái)政收入大幅下降、基數(shù)很低，今年前幾個(gè)月又不同程度地存在一些翹尾增收因素，財(cái)政收入增幅會(huì)相對(duì)較高。從5月份起會(huì)因去年同期收入回升基數(shù)抬高，財(cái)政收入增幅將相應(yīng)回落，全年收入增幅將呈“前高后低”走勢(shì)。
