According to reports, since the founding of Yongjia in the Jin Dynasty, ancient Wenzhou has continued the pattern of "East Temple, South City, north port, West residence and neutron city".

To the Southern Song Dynasty, the government offices were located in the section of the current central to the central axis of the ancient city, which is the core of the ancient city's "sub city".

The scope of this plan is the east side of the public security road, the east side street alleys and the new world square, the west to Fuqian street, north to the square road primary school fence, the south to Yan Gong Dian lane, an area of about 5.97 hectares.

After repeated argumentation, the area of Qiao Lou, Zi Cheng wall and State Administration Office in the near future has been approximately 1.30 hectares in recent years.

Wenzhou city planning and design institute introduces the design personnel. At present, the quality of the traditional style buildings is generally poor, the traffic congestion is chaotic, the green space and the open space are insufficient, and the infrastructure is not perfect.

The plan is to adjust and sort out the cultural relics protection units and excellent historical buildings, strictly control the surrounding environment and architectural features, adjust the architectural functions of some units that are included in the cultural relics protection units, demolish the houses of the sub city walls of the east side of the tower, and the courtyard of the former Education Committee on the west side of the tower, as a green square, and restore a section of the city wall and build a new courtyard.

On the former site of the State Administration, we intend to demolish the temporary housing on the two sides of the entrance of the existing square road and a small number of houses in the East, and display the gate and inner courtyards to form a space inside and outside the square, so as to fully display the state governance sites and the sub city space, and provide a rest and sightseeing for the public and tourists.

In addition, it will also preserve the old houses of Wenzhou traditional houses in the historic block, and repair the "binocular well" in the back yard of house 1, Lane 85, public security road.

Aiming at the current situation of traffic congestion in this block, the traffic flow around the traffic block is advocated, and one-way traffic and limited time control are implemented inside the block.

In addition to recreating the monuments, the plan also highlights the commercial leisure function of the block, and the introduction of tea bar, leisure bar and so on.
