We should encourage foreign investors to invest in energy saving, efficient and clean projects of energy, resources and industrial enterprises, encourage foreign investment to develop circular economy and renewable energy, and restrict or prohibit access to foreign capital projects with high material consumption, high energy consumption and high pollution.
