Recently, Zhang Li, director of the consumer goods industry division of the Ministry of industry and information technology, said in an interview: "eliminating backward production capacity in the consumer goods industry is of great significance for accelerating the structural adjustment of the consumer goods industry, changing the mode of development, and achieving sustained and healthy development."

It is understood that in China, papermaking, tanning, printing and dyeing industries are currently widespread "three wastes" emissions, serious environmental pollution and other issues. In particular, the COD emissions from the paper industry are nearly 1/3 of the total industrial COD emissions in the country, ranking first among all industries in the industry. Printing and dyeing is also the largest energy consumption, water consumption and wastewater discharge industry in the textile industry. In the consumer goods industry, paper, leather, printing and dyeing, chemical fiber, alcohol, citric acid and other 7 industries are the key areas to eliminate backward production capacity.

According to Zhang Li, in order to curb the backward production capacity expansion of the consumer goods industry and speed up the elimination of backward production capacity, in recent years, the Ministry of industry and Commerce has issued guidance on various industries such as leather making, agricultural film, printing and dyeing, and put forward the guiding ideology, objectives, tasks and safeguards for structural adjustment. In the near future, the market access conditions of vitamin C, fruit juice and other industries with excess capacity will also be formulated to further standardize enterprise behavior and curb blind investment and low-level redundant construction.

At present, the elimination of backward production capacity of the consumer goods industry in 2010 has been broken down everywhere. "We will further strengthen the examination and approval of new projects, record and EIA management, encourage enterprises to upgrade their technology and optimize their production capacity." Zhang Li said that in the technical renovation projects declared throughout the year, priority will be given to the combination of elimination and backward elimination, and the elimination of backward tasks such as paper making, leather, food, textile printing and dyeing. Energy saving, emission reduction, and backward production capacity will also be matched with the elimination of backward tasks.
