The confidential documents should be sent to the underwriting department for approval. The important documents should be submitted to the factory leaders for approval and sent to the undertaking department.

In order to avoid the backlog of documents, it should be signed on the same day and the urgent documents should be read immediately.

2. general correspondence, electricity, documents and so on are handled separately by two confidential secretaries.

If several units are involved, they should be pferred to the organizers for further processing.

3. in order to speed up the operation of documents, confidential secretaries should send documents to factory leaders and contractors on the same day or second days. If they are related to more than two departments, they should be circulated in the order of instructions, not exceeding two days at the latest.

Documentation

1 for redundant, duplicated, obsolete and unsaved documents, the two office rooms should be regularly cleaned up and processed according to the relevant regulations of the higher authorities.

2 the documents agreed upon by the examination and approval shall be sent to two of the confidential secretaries and deputy directors to escort them to the paper factories designated by the higher authorities for surveillance and destruction.
