With the restriction of land resources and the rise of labor costs, the developed areas such as the Pearl River Delta have begun to gradually promote industrial adjustment policies, adopt industrial pfer methods for labor-intensive enterprises, and develop headquarters economy as a new direction for attracting investment. Meanwhile, some large garment enterprises are also planning to move factories to areas where land and labor costs are low.

The garment industry is opening up a new round of "enclosure movement" in areas with abundant labor force, low labor cost and relaxed policy environment.

This round of industrial migration will radiate from the Pearl River Delta to the less developed areas and mountainous areas of the East and West wings of Guangdong Province, as well as several inland provinces such as Henan, Hunan, Anhui, Sichuan and Jiangxi, and even Southeast Asia.
