According to the investigation of relevant departments in Jining, there are more than 400 textile and garment enterprises in Jining. By the end of February this year, these enterprises were short of 12 thousand workers, forcing enterprises to give up orders for 266, and the contract amount was about 190 million yuan.

Phenomenon: worry about orders, worry about manpower
"Last year, when the financial crisis spread, our enterprises were worried about orders. Entering this year, orders are not lacking, and there is a shortage of workers."
Miao Jian, chairman of Zoucheng Tiancheng dyeing and Weaving Co., Ltd., said that at present, the loss of front-line workers in the textile industry is more serious. Their employment volume is about 650, and the labor gap has reached 30%.
This year, no matter at home or abroad, the volume of orders has never been missing. We are all excellent and excellent. Considering the reputation, processing volume and price of customers, some orders that are not suitable for enterprises are directly pushed away. "It is not the money that is not earned, but the productivity is really limited."

However, some private enterprises offer attractive salary, so they can easily "poach" these talents.
Reason: low intensity and low salary
“工作環(huán)境差,勞動(dòng)時(shí)間長(zhǎng),工資待遇低。”濟(jì)寧人力資源與勞動(dòng)部門的一位工作人員說,這就是紡織工崗位的寫照。今年由于濟(jì)寧諸多紡織服裝企業(yè)訂單逐步增多,生產(chǎn)線近乎滿負(fù)荷運(yùn)轉(zhuǎn),但由于用工缺口巨大,現(xiàn)有的紡織工加班加點(diǎn)的情況十分平常,紡織工每天的工作時(shí)間基本要在10個(gè)小時(shí)以上,而且一個(gè)月基本休息不了幾天,而且工作環(huán)境較為嘈雜,待遇比之其它行業(yè)也高不出多少,好些的地方每月1500多元,最低的地方也就是每月1000元左右。

Generally speaking, they chose more service industries and sales industries, because compared with the textile industry, they did not have much labor intensity in the stores and shopping malls in the city, the working environment was relatively comfortable, and the monthly income could also be around 1000 yuan.
At the same time, with the acceleration of urbanization, many enterprises have settled down in rural areas and absorbed surplus labor locally. Many migrant workers will choose to work locally.
Countermeasures: school enterprise cooperation to ensure employment
“在紡織行業(yè),工人付出的勞動(dòng)與得到的報(bào)酬不成正比,這屬于就業(yè)結(jié)構(gòu)性長(zhǎng)期矛盾。”濟(jì)寧紡織服裝協(xié)會(huì)秘書長(zhǎng)王德表示,要想解決這個(gè)問題,應(yīng)該根據(jù)企業(yè)性質(zhì)分類調(diào)整最低工資標(biāo)準(zhǔn),運(yùn)用宏觀調(diào)控手段和政策引導(dǎo)去引導(dǎo)行業(yè)發(fā)展。此外,要從源頭上解決這一問題,還要抓好對(duì)技術(shù)工人的培養(yǎng),當(dāng)?shù)丶徔椘髽I(yè)多與技術(shù)院校進(jìn)行合作,采取訂單式培訓(xùn),從而保證為紡織服裝企業(yè)源源不斷地輸送技術(shù)人員。
微山新目標(biāo)紡織有限公司是一家新建的紡織生產(chǎn)企業(yè),預(yù)計(jì)今年共需一線工人800人。為防止用工出現(xiàn)缺口的情況,提前做了一系列工作。該公司負(fù)責(zé)人力資源的彭經(jīng)理表示,他們?cè)跐?jì)寧技師學(xué)院和微山技校采取訂單方式培訓(xùn)了600名學(xué)生,并且通過社會(huì)招工的方式招到了100多名熟練工,加之他在薪酬、福利上比其他同行也更有競(jìng)爭(zhēng)力,因此對(duì)留住工人還是很有信心的。
